Failed cavity wall insulation: the warning signs, and how to put it right

Cavity wall insulation should make your home warmer, drier and cheaper to heat. Done well, it does exactly that. But when it is installed badly, or pushed into a wall that was never suitable for it, it can do the opposite: trapping moisture, feeding damp and mould, and quietly making your home less healthy year after year.

Installation quality is now firmly on the national agenda. Government audits of solid wall insulation fitted under the ECO4 and Great British Insulation Scheme found that 92 per cent of external wall insulation installations and 27 per cent of internal wall insulation installations checked had at least one major technical non-compliance. In response, the government has set up a free on-site audit programme for affected households, worked with Ofgem to create a dedicated call centre, and reports that more than 60 per cent of the issues identified through audits have already been remediated.

Those audits looked at solid wall insulation, but the lesson applies across every insulation type, including the cavity wall insulation fitted in millions of UK homes over the past few decades. Not every wall was suitable, and not every installer did the job properly. Here is how to tell whether your insulation is working for you or against you, and what to do if it is not.

Why cavity wall insulation fails

Most failures come down to one of three things.

The wall was never suitable. Homes in exposed locations that take a lot of driving rain, walls with narrow or rubble-filled cavities, and brickwork in poor repair are all poor candidates for standard cavity fill. A responsible installer assesses this before any material goes in.

Water found a way in. Cavity walls are designed with a gap precisely to stop moisture crossing from the outer leaf to the inner one. If insulation bridges that gap and the outer wall lets water through, whether from failed pointing, cracked render or blocked weep holes, the insulation can soak it up like a sponge and carry it straight into your living space.

The installation itself was poor. Voids and gaps in the fill create cold spots where condensation forms. The wrong material for the property, rushed surveys and missing paperwork all show up years later as damp, mould and higher heating bills.

The warning signs to look for

You do not need specialist equipment to spot the early symptoms. Look for damp patches on internal walls, especially after wind-driven rain. Black mould growing in corners, behind furniture or around windows. A musty smell that will not shift. Peeling paint or wallpaper, crumbling plaster, and walls that feel cold in patches while the rest of the room is warm. Outside, watch for cracked render, stained brickwork and vegetation or debris blocking the air bricks.

None of these symptoms proves the insulation has failed on its own. Damp has many causes, and treating the wrong one wastes money. That is why a proper survey comes before any remedial work.

What the official guidance says

If you suspect a problem, GOV.UK publishes consumer guidance on what to do if you have poor quality wall insulation. The sensible first steps are to gather your paperwork, contact the installer if they are still trading, and check whether the work carries a guarantee, for example through an insurance-backed guarantee provider. If your solid wall insulation was fitted under ECO4 or the Great British Insulation Scheme, you may be offered a free on-site audit through the government’s programme, and there is a dedicated call centre for affected households.

Quality expectations are rising across the whole housing sector. Under Awaab’s Law, social landlords have been required since 27 October 2025 to deal with emergency hazards and significant damp and mould within fixed timeframes, and those duties extend to further hazards from 30 November 2026. Whoever owns the home, the direction of travel is clear: damp and mould are no longer defects to live with, they are problems to fix at the source.

Putting it right, properly

Remediating failed insulation is skilled work, and it starts with diagnosis rather than removal. A thorough survey should establish what was installed, whether it has slumped, bridged or saturated, where moisture is entering, and whether the wall is right for insulation at all.

From there, the remedy might involve extracting the failed fill, repairing the external wall so it sheds water as designed, and only then re-insulating with a system that suits the property. Ventilation is the piece most often missed: a home sealed up without adequate airflow will grow condensation and mould even with perfect insulation, so any credible remediation plan considers how the whole house breathes, not just what sits inside the cavity.
